Every billed amount should point to the agreement version that authorized it.
A mid-period retainer amendment should produce a clear chain from the signed commercial change to the invoice that eventually reaches the customer. Preserve the original fee, identify the effective date, calculate the agreed split and obtain approval of the replacement billing instructions. Changing a currency field alone cannot demonstrate that the customer was billed correctly.
This matters when a Singapore service business agrees fees in SGD but a regional customer later asks to pay in USD. The change may also alter scope. Finance needs to separate a new commercial price from a conversion of the old price and preserve the earlier agreement for review.
The following fictional example illustrates a control design. No actual customer or implementation result is described. Amounts exclude tax, and the proration method is an assumed approach approved by the fictional company's contract and finance advisers solely for this example.
The original agreement provides a monthly service retainer of SGD 12,000. In a 30-day illustrative service month, both parties sign amendment A-02, effective on day 16. It changes the monthly fee to USD 10,000 and adds a weekly reporting deliverable. The agreed method is calendar-day proration: 15 days under the old agreement and 15 under the new one. There is no overlap and no gap.
The commercial billing schedule therefore contains:
SGD 6,000 and USD 5,000 are separate currency amounts. They must not be added into an unlabeled “11,000” total. The USD fee is an agreed new price, not the result of converting SGD 12,000 at an assumed rate.
The proposed operational design uses separate draft billing documents for the two currency segments, subject to the account's supported transaction setup and the advisers' approved invoice treatment. If the actual configuration cannot produce the intended documents, resolve that limitation before changing the live billing records.
Commercial teams should deliver more than an email saying “switch to dollars.” The billing instruction needs the agreement identifier, signed amendment, effective service date, revised currency, fee basis, scope, proration convention and treatment of amounts already billed.
Specify whether a new customer purchase-order reference is required. An accurate invoice may still be rejected if it points to a purchase order that authorizes only the previous currency. Record the customer's approved billing entity and recipient without assuming that a currency change also changes the contracting company.
The account owner confirms what changed commercially. Finance reviews the split and billing treatment. The system owner identifies the supported NetSuite record path and any configuration or integration work. The person releasing the invoice checks that the final documents reproduce those instructions.
Suppose the billing team generated an unissued draft for the original full-month SGD 12,000 fee before receiving A-02. A second preparer then creates the USD 5,000 draft for days 16–30. Left unchecked, the two drafts charge the second half of the month twice under different agreements.
The review should identify the original draft as superseded and retain its relationship to the corrected billing schedule. In this hypothetical case, the replacement SGD draft is SGD 6,000 and the USD draft remains USD 5,000. The reconciliation records a SGD 6,000 reduction from the original unissued draft, with A-02 as the reason.
This example deliberately starts with an unissued draft. If the original invoice has already been issued or posted, the finance and tax owners must determine the appropriate correction documents and accounting treatment. Quietly overwriting an issued invoice loses the distinction between the original obligation and its correction.
Keep the corrected and superseded references visible in the control record. A reviewer should be able to answer why the customer received each document and why the old draft did not also leave the system.
A commercial agreement can define the fee in one currency while accounting and tax reporting require amounts in another. Oracle's transaction-rate guidance describes date- and currency-dependent rate defaults; it does not establish a contract's proration rule or approve a change to the billing currency.
For a Singapore GST tax invoice denominated in foreign currency, IRAS requires specified totals to be shown in SGD using an approved conversion source. The applicable tax treatment and required presentation need finance review for the actual supply. The USD agreement does not by itself establish the GST result.
For an internal reasonableness check only, suppose the illustrative USD 5,000 segment is translated at SGD 1.32 per USD. It becomes SGD 6,600, making the two segments SGD 12,600 on that management-comparison basis. This is neither a prescribed invoice conversion rate nor a revenue-recognition calculation. Its purpose is to make an unexpected second full-month charge easier to spot.
Some teams bill retainers from ordinary sales transactions; others use licensed billing or project capabilities, custom workflows or external contract systems. Document the route actually deployed. Do not assume a recurring schedule can interpret a signed amendment, split a service month or replace an earlier draft without configuration.
Test the customer and transaction currency combinations the proposed process requires. Check the generated PDF as well as the underlying record. A correct draft amount can still be accompanied by an old service-period description, obsolete bank-payment instruction or mismatched purchase-order reference.
Include a repeat-run test. Running the next billing cycle should not recreate the superseded full-month fee or bill the amendment segment twice. The test needs stable agreement and period references, not just a comparison of grand totals.
For A-02, the final control sheet has three rows: SGD 6,000 for days 1–15, USD 5,000 for days 16–30, and the superseded SGD 12,000 draft with its replacement reference. Each row identifies the signed source, preparer, reviewer and release status.
Add a coverage check: every service day belongs to one approved fee segment. Add a scope check: the weekly report appears in the new service instructions and is not charged again as an extra. Finally, confirm the issued documents match the approved drafts and the customer balance reflects the intended currency obligations.
